EmpowerPath Community Solutions LLC is a Virginia-based, mission-driven organization founded in 2025 to close the gap between vulnerable individuals and the housing, care, and opportunity they need to thrive.
We serve people experiencing homelessness or housing instability, individuals living with mental health and substance use conditions, and adults with intellectual and developmental disabilities. Dr. Williams is a behavioral health executive with more than 15 years of experience advancing counseling and community-based services. She holds a PhD in Counselor Education and Supervision, an MS in Applied Psychology/Counseling, an MA in Special Education, and a BA in Psychology, and is a Licensed Professional Counselor (LPC), Licensed Substance Abuse Treatment Practitioner (LSATP), and Certified Substance Abuse Counselor (CSAC). She has helped launch four Assertive Community Treatment (ACT) programs delivering evidence-based, wrap-around care across the Commonwealth. She currently serves on the Virginia Behavioral Health Advisory Committee and has served on the VACBP Crisis Services Council, and is a leading advocate for reducing stigma and expanding access to care for historically underserved populations.
Mr. Williams brings more than 20 years of experience in the mental health and substance use field. He holds a Bachelor's in Human Service Administration and is a Qualified Mental Health Professional, a certified Substance Abuse Counselor, and a Board-Certified Substance Abuse Counselor Supervisor. His career spans roles as a therapeutic residential program director, partial hospitalization and medication-assisted treatment provider, Medicaid care coordinator, workforce development coordinator, and Assertive Community Treatment team lead. Known for an authentic, client-centered approach, he is passionate about culturally competent care and breaking the stigma around mental health in communities of color.
